Charleston man arrested for exposing himself to minors inside grocery store

On February 26, 2026, Charleston Police responded to a report at the Harris Teeter grocery store on Harbor View Road. Officers were called after an adult male allegedly exposed himself to a nine-year-old child inside the store.

Detectives identified the suspect as Robert Aaron Riggins, 27, of Charleston. He was located at his residence soon after the incident. According to investigators, Riggins exposed himself and touched his genitals in view of the nine-year-old. After reviewing surveillance footage from the store, detectives determined that Riggins also exposed himself to an 11-year-old during the same period.

Riggins has been charged with two counts of promoting obscenity and is being held at the Al Cannon Detention Center.

The investigation is ongoing. The Charleston Police Department asks anyone with information to contact them at 843-720-2422 and request the on-duty Central Detective. Anonymous tips can be submitted online at www.charleston-sc.gov/tips.
