Groundbreaking set for first phase of Charleston’s Lowline park project

The City of Charleston, along with its partners, will hold a groundbreaking ceremony for the first phase of the Lowline project on December 15, 2025. The event is scheduled to take place from 1:00 to 2:30 p.m. at the future site of Lowline Park, located behind The Daily Café. Parking will be available in the Sheppard Street Parking Lot South.

City officials, project partners, community leaders, and members of the public are expected to attend the ceremony marking the start of construction for Phase 1A of the Lowline.

According to organizers, “The Lowline is a multi-phase initiative transforming the former rail corridor beneath I-26 into a linear park and mobility pathway.” They added that “Phase 1A — the first segment to move forward — will create a 1.6-mile pedestrian and bicycle corridor from Mount Pleasant Street to Line Street, along with new public amenities, lighting, and safety features.” Organizers say this initial phase will lay the groundwork for a connected greenway aimed at improving mobility and expanding public space while strengthening neighborhood connections.
